The reason is simple: libel chill.

http://www.cs.uwaterloo.ca/~shallit/libel3.html

The impact on freedom of expression, a core value of the Charter of Rights and Freedoms, is severe. There's even a term for it: "libel chill".

snip snip: Libel chill means that people are afraid to criticize powerful people who might bankrupt them with a costly suit. It means that commentators have to think twice before needling public figures -- .

Under the current legal regime, you can be sued for anything you say about another person that damages their reputation. If sued, the onus is on you to prove the truth of your statements; the fact that you genuinely believed them to be true is not good enough. Even truth is not an absolute defence --- if the court finds you told the truth but your intent was malicious, you might lose anyway. Canadian libel law is so draconian that people come from all over the world to file libel suits in Ontario.Nadine Lumleyhttps://www.blogger.com/profile/05591663475427502169noreply@blogger.comtag:blogger.com,1999:blog-7180592942896724433.post-24504360729399469292010-11-29T13:08:32.148-05:002010-11-29T13:08:32.148-05:00Disaster Messaging

Here’s a description the typical situation.

http://www.commondreams.org/view/2010/07/08

An important part of framing is the establishment of prototypes: social stereotypes, prototypes (typical case, ideals, nightmares, salient exemplars). Stereotypes are used in automatic reasoning and decision-making.

A major goal of political framing is to get your version of contested concepts accepted by the voters. Messaging can then use these concepts and their language freely and effectively. That is how framing works generally — independent of whether the frames are used in politics. In politics, bi-conceptual voters can shift back and forth on an issue, depending on how the issue is framed in terms of higher-level political systems.Nadine Lumleyhttps://www.blogger.com/profile/05591663475427502169noreply@blogger.comtag:blogger.com,1999:blog-7180592942896724433.post-88631590409699779082010-11-29T13:08:06.484-05:002010-11-29T13:08:06.484-05:00Politics of Language: George Lakoff
Why do conser...Politics of Language: George Lakoff
Why do conservatives appear to be so much better at framing?

http://fora.tv/2009/08/03/Politics_of_Language_George_Lakoff

Because they've put billions of dollars into it. Over the last 30 years their think tanks have made a heavy investment in ideas and in language. In 1970, [Supreme Court Justice] Lewis Powell wrote a fateful memo to the National Chamber of Commerce saying that all of our best students are becoming anti-business because of the Vietnam War, and that we needed to do something about it. Powell's agenda included getting wealthy conservatives to set up professorships, setting up institutes on and off campus where intellectuals would write books from a conservative business perspective, and setting up think tanks. He outlined the whole thing in 1970. They set up the Heritage Foundation in 1973, and the Manhattan Institute after that. [There are many others, including the American Enterprise Institute and the Hoover Institute at Stanford, which date from the 1940s.]

http://berkeley.edu/news/media/releases/2003/10/27_lakoff.shtmlNadine Lumleyhttps://www.blogger.com/profile/05591663475427502169noreply@blogger.comtag:blogger.com,1999:blog-7180592942896724433.post-60763576615826422052010-11-29T13:07:48.632-05:002010-11-29T13:07:48.632-05:00Stephen Harper brings US style media control to Ca...Stephen Harper brings US style media control to Canada

http://www.youtube.com/watch?v=jvE9EN4YPGM&feature=player_embedded#!Nadine Lumleyhttps://www.blogger.com/profile/05591663475427502169noreply@blogger.comtag:blogger.com,1999:blog-7180592942896724433.post-84104454782411843912010-11-29T13:03:10.447-05:002010-11-29T13:03:10.447-05:00Who Killed Canada
